California’s governor declared a state of emergency on September 21, ahead of a forecast El Niño winter that could be one of the strongest on record. Coastal communities, San Diego’s included, tend to see the most visible impacts: higher surf, beach and bluff erosion, and heavier rain runoff toward low-lying areas. That’s part of why the proclamation specifically calls for shoreline protection equipment to be staged ahead of the season.
What This Looks Like Locally
Carmel Valley isn’t directly on the immediate coastline, but it sits close enough that regional storm systems, heavy rain events, and the occasional advisory about nearby flood-prone areas are worth staying aware of. We’d encourage Residents and families to treat this as a reason for general awareness rather than a specific local threat; the goal is readiness, not worry.
Building a Calm Communication Plan
A family that usually plans outings loosely, deciding day-of based on the weather, might want a slightly firmer backup plan this particular winter. Knowing who to call if a planned visit needs to shift, and how the Community would communicate any schedule changes during a significant storm, removes the need to figure that out in the moment.

Rather than relying on secondhand information, we’d point families toward two official sources: the Governor’s proclamation for what the state is doing, and NOAA’s Climate Prediction Center for the ongoing forecast as El Niño develops through the winter.
